I&#039;ve been having similar 24 hours of pain with P3P.  I do use Apache2 mod_header but all possible combinations seem to fail.  What mod_header syntax worked for you?

Here are two examples I tried:
Header append P3P &#039;CP=&quot;CAO DSP COR CURa ADMa DEVa PSAa PSDa IVAi IVDi CONi OUR OTRi IND PHY ONL UNI FIN COM NAV INT DEM STA&quot;&#039;

and

Header append P3P &#039;CP=&quot;NOI CURa OUR NOR UNI&quot;&#039;
